A lot of ISPs offer a small amount of hosting as part of supplying you
with internet connectivity. You could also use a dynamic dns service
so people could access the site via
whatevernameyouchoose.dynamicdns.com, also likely free. You'd have
sole access to the account, with file uploads via ftp, such as:

http://home.comcast.net/~jpittman2/pacman/pacmandossier.html

Price is right, if your ISP offers it.
