I should probably wait for more information before coming to any judgement. I'm not sure whether the bankruptcy is chapter 7, (eg closing the doors), or chapter 11, (eg reorganization). I'm not sure whether the stimulus was a gift or loan. I'm not sure how much might be recovered, if the bankruptcy is chapter 7 and the USA government is a creditor, (eg the stimulus was a loan).
The FBI will need to sort out these matters and make a determination whether the management of Salyndra made a good faith effort to stand the company up, or just took the money and ran.
