No, it's a repeated monthly payment, so nothing new about it.  The 
entity told me that the new banking regulations allowed the banks to 
hold them longer.  Sounds like the banks rebelling against Obama's new 
regulations against them and trying to sap as many pennies as they can 
out of the process (via interest, etc.).  I'll bet they get the payment, 
suck off some interest, then credit the payment.  Sounds shady and maybe 
it doesn't happen, but I wouldn't put it past them.
