I'll speak on #3. REALbasic 2006 release 4 was just released earlier
this week.
When building a console application (no GUI), a simple "Hello World"
application compiles to 1.6M but there are no dependencies required.
It's small but not as small as a solution written in C would be.
This sample console application should be able to be compiled (targeted)
for Windows 98 and later, Linux with GTK+ 2.x, Mac OS X Universal
Binary, Mac OS X PowerPC, and Mac OSX Intel.
If you're looking for a Windows only loader, you may want to look at
Python and their Py2EXE module though.
