No joke!  Assuming 15 million unemployed (600B), it would have been a
cheaper  alternative to the 850B "stimulus" that did nothing.  Still
wouldn't have solved the problem, though.  They'd just have their hand out
for the same thing the next year, and probably twice as many that would find
that easier than working.
