Yep, he could pull the data from a database, but that's where the wheels

But HOW? Make up the names and license numbers? Pick people out of the
database at random? Sooner or later this gums up in the system?

In the first case, the made up people wouldn't pay, the second case some
would complain: "Hey, no one ever gave me a ticket!"

Seems like the scheme would fail so quickly that he would be caught at the
get-go?
