You can have one active LOCATE operation per work area. I'd be careful,
though, not to introduce relations, SEEKs or multiple aliases of the same
table to the mix.

LOCATE is also not a very stable command. One of the VFP betas (7, I think)
introduced a LOCATE IN and CONTINUE IN clause. This was behaving so flakey
that Microsoft decided to remove it shortly after. Apparently, it was too
difficult to get rid of some of the dependencies internally.
