Because the North Korean economy is in such a shambles, they're notorious for selling whatever military technology they have to whoever will buy it. IIRC, Iraq's Scud missiles were purchased from North Korea. And it's not hard to imagine a well-funded terrorist organization making Kim an offer he can't refuse for a nuclear bomb. Both India and Pakistan interact with the rest of the world in ways that North Korea doesn't, so there's some sense that they want to remain on reasonably good terms with the international community.
