I found that the cause for this VFP 9.0 error on my PC was the following assignment in the CONFIG.FPW file: GENMENU = "". This CONFIG.FPW file is a generated, framework-enabling component automatically created by APPBUILDER (i.e., by Microsoft). After I commented out this line in CONFIG.FPW, I was able to set the Tools | Options | File Locations | Menu Builder location, Set As Default, and the location remained being set correctly after relaunching my project.
