They saw some of the cheap Linux Tablets that I sell and think they could afford to buy some for their volunteers to use for data entry.
Will they be doing data entry with internet access available? If the tablets have wireless, a web application could save you from the difficulties of trying to shoehorn a data entry app in a language you're less familiar with, onto a platform you may find is not all that compatible. In addition, a web application could be accessible to volunteers with smart phones, their own tables (just as likely iPads, Kindles or even W-8 devices), and you could write the app in FoxPro.
