Well - it seems I answered my own question - as I found under Tools & Component Gallery - that the Filer DLL can be accessed from there. So - I can run it.
Although - I still find it curious that it will not let me Open the Filer screen (as though I am going to Edit the Filer screen). However, it DID let me DO the Filer screen to actually run it!
