I don't know your specific situation, but it's been my experience that
nearly every government organization has some kind of volume licensing
agreement with the big software vendors. It might be worthwhile to ask the
central IT people in your city/town, county or state if there's an
agreement under which your organization might fall. There's usually a bit
of red tape, but the savings can be significant.
