I don't have my computer on at the moment where I develop the web
application that I use FoxCharts in. Can you try [@ 999] or [@! 999] ?
There may be something magical about that space after the "@".
If this doesn't work, I'll turn on that development computer and test
some things out.

Take a look at ScaleLegend.FORMAT
Example of something similar:
THIS.oCharts.ScaleLegend.FORMAT = [@$ 9,999,999.99]
I think that should do the trick.
