Well after putzing around and trying to figure out how to run as
administrator,  or change the trust on the file I arbitrarily created a
shortcut to the help file on my desktop.  Clicked on the puppy and voilla,
opened up just fine.  Fired up VFP9 and once again voilla there it was....
Removed the shortcut on my desktop (hate clutter) and it still works....
Go figure...
