That's why I prefer SQL Server Express, Firebird or PostgreSQL (in this order). They are free under any circumstances. So... if the guys at Firebird can do it, I wonder why the guys at MySQL can't.

As long as you are not bundling your software with it the end user can
install the software separately at no cost, which means that your
application becomes simply a separate system addon.

Having said that I always do send off the fee, or recommend to the client to
send a contribution in order to keep the development of the product going
forward.

MySQL is NOT free. You have to pay 595 USD/server/year if you are not
distributing your app under GPL.

Why bother with the MS junk. MySQL could probably be opted for just as
easily. And then you wouldn't have to worry about MS changes in licensing,

the usual MS security holes, etc.
