Fixed by adding the backslash at the end. The problem wasn't the apostrophe; the problem was the programmer. ID10T.

Do not be so hard on yourself. Unfortunately, some programs do act differently with certain filename characters. I was wrestling with what characters were allowed by Adobe Acrobat in filenames when generating PDFs. There were differences between what it allowed, what worked in VFP, and what worked from a DOS window. I realised that there were too many differences, so I restricted my program to allow client codes to have only certain characters. (That was the area giving the trouble.)
