The users own and have paid for the software, but it is not useable
because of the keys. The hardware vendor tells me that no one can produce
keys for their customers. The only thing I would be supplying is the keys
for them, not the code.
I think I may let the hardware vendor make the call.

Maybe there is thin ice here. What if hardware guys have a problem with SW
guys? SW guys "own" what they have done and get paid for keys they
generate. We have all heard the if you build it I'll sell it, right?
Now somebody has come in and can overcome the SW code generator. You may
find that what is presented here may be shady.
Just saying. If you didn't write it it is not yours to give away for
others. You hack it it is your own neck but making a tool for others
sounds like a key generator for WinXP. :)
These are all good points. I am contacting the hardware vendor to
re-write the application anyway.
