I think I owe this community a follow up.

It turns out that they had a database where the CDX disappeared, but resulted in this strange error. I'm conjecturing that their antivirus program may have been updated and no longer is honoring the settings not to scan their data directory. Once I added the indexes back in, then the program operated normally.
