I installed  VFP on a 4 user Essentials last week with no problems so far. Must 
admit that I never liked the Small Business Server that this has grown from but 
it does seem to be OK.

In theory, yes it can. Where you *may* find issues is in the area of file 
locking and performance, due to the SMB2 protocol that Windows Vista, 7 or 8 
clients will use to talk to it not being particularly designed with things like 
VFP in mind.
