If there is one thing that bugs me it is the prevalence of such things and
the apparent complete lack of effort by any enforcement agency anywhere to
do something about it.  Why not pay the money and then have the FBI or
equivalent track it down and jail the scumbags.  Or Anonymous... how about
do something useful for a change and track these maggots and then send a few
goons around to beat the crap out of them and trash their computers?

It's just like the Nigerian scams that just never end.  The police claim to
be able to do nothing about it yet a TV station managed to catch one of them
with incredible ease.

Viruses, ransoms and scams exists because police etc do nothing about it.
We have police spending a great deal of time and effort arresting people for
minor crimes or fining them for 3km/hr over a speed limit.  but when someone
in Nigeria scams $400,000 from some fool???  nothing. No one has ever
accused police of being particularly bright, but this aint brain surgery.
If a two-bit journalist can catch one with consummate ease then surely the
cops can do likewise.

I've been a strong opponent of vigilantism but these maggot press my
buttons.  Unfortunately, our police don't give a crap... unless you try and
hack THEM!
