I thought that for the Google Groups there is a place to do Doc's. Also - you do NOT have to have a Google Account to do Google Groups. Although, for the 1 group I'm in - I use GMail, but, for the Other group - I use a regular email addy - and it works fine...

If your users don't want to set up Yahoo accounts you can run your
group as a straight mailing list. I believe the same would be true
with Google Groups, but I don't have any experience with that.

Can't just be a mailing list as they want a page where folks can easily download forms/documents/etc.
