That's about right. Fifth means last.
Except I would rate Washington at least equal to Lincoln. He was a very
astute man by turning down a third term and saying politics is not meant to
be a career. It leads to politician worrying more about getting reelected
than attending to the nations health. And that is the primary flaw in our
current Congress.
