Yep, that's the law. School districts have the option of setting things up as opt-in, but the default is opt-out. IOW, in most areas you have to explicitly request that your child's school not give out their personal information to the military recruiters.

We did that, of course, but it really doesn't matter much. My older son averaged 2 calls or so a month from recruiters, even after telling them explicitly to mark his record as requesting no further contact. Guess since they're the military, they don't have to observe the laws that everyone else has to.
