Fiddler - The easy, clean, and powerful debugging proxy for checking out HTTP between here and there. It even supports sniffing SSL traffic. This one is great if you are working with fetching data from websites or webservices. I recently used it to debug some problems I was having with Best Western's web services (I work in the hotel industry). Help+Manual - There's few good options for creating Help Files on Windows but while Help+Manual does cost money, it's a pretty amazing and complete system.
