Kurt: You gave me an idea. When we do business with a customer we put
together a contract. When we refer an IT person to a customer it is us
that is putting our reputation on the line on behalf of that IT person.
So I am going to draft a "Referral Contract." This contract will spell
out my requirements which must be met before referring them to my
customer. One of the requirements will be feed back and that way I can
determine if I want to use that person again.
I will post a rough draft here and if anyone has any ideas it will be
appreciated.

You could post an Ad on Craigslist - in the Gigs area - looking for
Freelances. Say that you are looking for independent people that do
this kind of work - and that you could then refer them to your
clients. And - when they contact you - ask for a list of references -
then call a few of them. This way - you could compile your own list of
local Techies who might fit the bill!
