It's been a while, so I might be wrong.  The Secretary of Defense is not 
mandated by the Constitution.  The Secretary may have as much or as little 
power as the CinC (who is mandated by the Constitution) allows the Secretary to 
have.  You can try twisting this any way you like, but where I come from (and I 
believe it applies everywhere), the CinC aka the President aka THE DECIDER has 
all responsibility for everything that happens in the military.

The real culprit here is Wolf Blitzer who did not clarify this concept during 
the interview AFAIK.

P.S. I guess this is all related to Kerry's Komment.  Jay Leno explained the 
whole thing best (I think):  The only difference between Kerry and Bush is that 
Bush has said so many stupid things, no one pays any attention anymore.
