Can you introduce your own store-and-forward smtp server into the mix, that does allow port 25 but only to explicitly-allowed ip addresses? That smtp server would then turn around and connect over SSL to your provider's smtp server. Depending on your needs, this can be a simple low-power linux box running postfix configured for store-and-forward.

No changes to VFP clients needed, other than telling blat to use the new server, which won't be an issue if you used a dns name under your control for that (just swap in the new ip address in dns and you are done).
