I can do this if I set device to printer but that results in a page eject.

Did it years ago but lost the source.
You can do this with
SET PRINTER TO test.txt
SET PRINTER on
? 'line 1'
? 'line 2'
SET PRINTER off
SET PRINTER to

but if you have Visual foxpro you can do it directly with
STRTOFILE('This is line 3','test.txt',.t.)

You will need to add carriage returns/line feeds to the string
