There is an open source alternate to blat, but not a dll version,  called
Mailsend. 
https://code.google.com/p/mailsend/  

it does have a parameter of "-ssl " as part of the command line, but I was
never able to get it to work unless I opened up my smtp server to my
personal ip address, which then bypassed the ssl connection.  
 
I think I was missing something like actually connecting via ssl to begin
with.
