Ran it as Administrator and got it to run, but it still doesn't find
anything with a handle on it!!! UGH. Restarted; ran Inno Script Studio
setup and got the same freakin' hangup on vfpencryption71.fll. Here's
the screenshot showing my Inno Studio problem, and me trying the HANDLE
command afterwards with it finding no hangup:

I am 99% sure this is related to this freakin' A/V software. It's
McAfee--it came with the new laptop. I prefer AVAST or AVG myself.

You still need to run the prompt as administrator explicitly - right
click on the shortcut and 'Run As Administrator' or do it the way you
have been and use runas:
runas /user:administrator handle vfp*.fll
