Worked on a similar project for the navy a while back.

Basically 535 medical facilities scattered around the globe.
Each day they would submit a data file that could have one or multiple
records for each patient.

I believe something like this could be built with wordpress as it is open
source and provides all the security, etc, and you would simply need to
define the tables, and develop the forms using php/mysql

But, as the others have stated, I too have been burned badly on a project
like this when out of concern for the patients, I presented an image that
the contracting agency didn't want to see presented, which specifically was
that files were not being processed, and there was no system in place to
show us a daily status report showing the number of files received, the
number of records processed, yada, yada, yada...

Now, if ANY government agency wanted to contract with Keep America At Work,
Inc. and do so in a manner where I could hire unemployable American
software developers (many who are veterans), then, I would be interested in
taking this on.

And I say this tongue in cheek knowing full well, that this will not be an
option.
