I think for Server 2003/Server 2003 R2, the latter had a load of new
stuff that took it beyond being a service pack but it was essentially
the original release service-packed and then with a load of new bits and
bobs.

For Server 2008/Server 2008 R2, the former is based on the same codebase
as Vista, the latter is based on Windows 7.
