If you say that then you would need to stop VFP as it is also based on the same c runtimes.

The FLL is written in C++. At a guess, since his/our software is deployed on thousands of sites, Paul does not want to introduce dependencies on now ancient VC runtimes for an FLL with no source available and whose author is off the air these days. I use it in a few customization projects and it decides to be a pain on some PCs even then.
