Don't know what Hangouts has to do with this, but your answer is yes, definitely. That is the whole reason to run client-server apps so that the client end is remote from the server end and minimum traffic is passed between the machines.
You can do it entirely using ODBC links and SPT (SQL Pass Through) with MySQL or using the native SQL Server drivers if you want to use M$ SQL Server.
