It is failing on the Open() and the error message says "Provider cannot be found.  
It may not be properly installed ..."

Have you tried changing the 12 to 13?

m.loConnection.ConnectionString = [Provider=Microsoft.ACE.OLEDB.13.0;Data Source="] + 
m.tcXLSFile + [";Extended Properties="Excel 13.0 Xml;HDR=Yes;";]

Or in Excel do help/about and see what number it shows there and try that in the connection string.
