Joe - not sure of your problem. I just opened an existing report in a system here - and I even added a Grouping band - like you referred to in your own report. Both the Header and Footer for the Group - they have Nothing in my report form - and they have no vertical height to those bands. I did notice something about a Protected Mode for the Band properties - which mentions about Band Cannot be Resized. Not sure if that's your problem - but, just a WAG here...
