Joe,

It has been a long time since I worked with related cursors in a report. So
this is from memory.

Your primary cursor will relate to the cursors that will run in the detail
bands. 
Using the Target Alias Expression sets which cursor will be looped in that
band. (Found on the Detail Band Properties)
To prevent a band from printing, the filtered group will need to have no
records.

Adding a third cursor would be the same as adding the second you already
have.

If the Detail Header/Footer values print/display, then you can use the Print
When expression to see if you are !EOF("SummaryCursor") .
