I presume PgDump et al embed them as Base64 strings, but this could
result in gigantic text files.

As you say for a file-based database like VFP, especially in a testing
context, I don't see why replicating PgDump is better than zip/unzip. I
tend to have multiple datasets zipped for testing different aspects.
