So bizarre. I've tried removing the background image, bringing to
front, making sure they're well above the border for the group, etc.
Ideas?

So I delete and re-add the labels from scratch and now it works fine:

Anyone else had this flaky behavior with the Report Writer? I have
throughout the years; that's why I knew to try and just delete and
re-add the labels. Bizarre.
