I think this is wishful thinking. On startup, the ethernet devices
essentially broadcast a plea over the network, "Who can give me an IP
address?" and pick one of the responders. IIRC, the first to answer,
but no guarantee who.

It sounds like a bad idea to me.

Is there a reason why you can't just turn off the DHCP server on the
Win 2012 box?
