What is the name of the file you have this in?  Index.html I hope.

I have the same string in an index file myself and it has been working for
10+ years.

Try is as well in a more modern file:
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.0 Transitional//EN">
