It appears to depend on whether the Mac disk is HD (1.44MB) or DD
(400KB/800KB).

If it's HD then there are various solutions like
http://www.macdisk.com/mden.php which would probably all require a
PC-compatible USB floppy drive. 

If it's DD then you need a Mac for all intents and purposes, for reasons
explained on the link above.
