Well not really but it's the only distro I have got on CD at the moment.
I don't want to install it yet because I wanna play first.

The utilities are available, just not when you don't have a inet
connection, that would be the reason for trying to get wifi up and
running.

lol

They have got some ideas!  I can tell ya!

Are you tied to Ubuntu?  Ubuntu only includes parts that are free (as in

cost and in open source).  This may be the reason that some of these 
utilities aren't available....
