I see the same thing here. Running Win10/64-bit btw, which may be a clue.

I tried "MODI FILE ... file.sct" and got an "Access Denied" message,
definitely a clue!

quit and ran VFP as Administrator, and I can open the file without a
problem, so it's a permission issue.

Guessing it something with SCT files which iirc are also some kind of
a scripting thing.

Moved it to Docs/VFP Projects and it opened fine.

Stupid Windows.
