It's still those magic mirror and crystal ball things. Police departments don't predict nor create crimes, they respond to crimes. They have never needed to predict nor incite bad human behavior. Not even FBI would do those things.
Only CIA, NSA, homeland security and military personnels would wanna predict the actions of terrorists, and take action. BUT... when one takes action based on prediction, the future was and is changed.
