When you start VFP, what are the values of:

? SET("RESOURCE")
? SET("RESOURCE",1)

There's a good chance the file is read-only. Create a new resource
file in the directory you want to work in, point to it in your
CONFIG.FPW, and specify the CONFIG.FPW using the -c command-line
parameter in the shortcut you use to start VFP.
