Well sure.  Up until 200 desktops are throttling your bandwidth for an
download in and around the same 5 min period because they just started their
day on the East Coast.  Bringing the network to a slow status will get
network admins attention, and when they have to deal with 500+ different
apps they don't care about your special needs.  They also deal with SAP
which is a nightmare in it's own right.  

I will say that this is a crappy network for as large an instillation as it
is.
