I'm not sure if this works on Windows 10, but you can try this instead:
Name: {commonappdata}\Microsoft\Internet Explorer\Quick Launch\<your stuff>

For some reason, the code I used prior to Win10 no longer works to put
a shortcut in the Taskbar:
[Icons]
Name: "{group}\MBSS Tracker"; Filename: "{app}\MBSS_Tracker.exe"
Name: "{group}\{cm:UninstallProgram,MBSS Tracker}"; Filename:
"{uninstallexe}"
Name: "{commondesktop}\MBSS Tracker"; Filename:
"{app}\MBSS_Tracker.exe"; Tasks: desktopicon
Name: "{userappdata}\Microsoft\Internet Explorer\Quick Launch\MBSS
Tracker"; Filename: "{app}\MBSS_Tracker.exe"; Tasks: quicklaunchicon
Those who use Win10 and Inno, what's the syntax you're using?
