Have you checked the Registry to verify that entry exists?
HKEY_CLASSES_ROOT\InternetExplorer.Application
Following the CLSID in the Wow6432Node on my 64-bit Windows 10 system I find
the
HKEY_CLASSES_ROOT\Wow6432Node\CLSID\{0002DF01-0000-0000-C000-000000000046}\LocalServer32
points to a very odd util. "%ProgramFiles(x86)%\Internet
Explorer\ielowutil.exe" -CLSID:{0002DF01-0000-0000-C000-000000000046}
It's possible the program has been uninstalled, or didn't ship with the PC when
it was new.
But I've had my computer since it was running Windows 7, so IE is still
installed.
