On that form, there's a List All Modes button. For my graphics card (Intel
HD 530) I can choose 1024x768 and this gives me black vertical bars.
The result might be a bit blurred because it's not native resolution.

I have tried that, but on my system, it does not give me blacks bars. It distorts the screen image badly taking up the whole screen.

I think that this is a place where Windows implementation varies widely, and what I want might not be possible on my system. (But I was hoping.)
